National & Special Health Board LNC Updates 

The BMA has an LNC in every territorial health board in Scotland and in non-territorial special health boards who employ doctors directly. Most junior doctors will be employed by one of the lead employers in the north (NHS Grampian), east (NHS Lothian) or west (NHS Greater Glasgow and Clyde), while all GP trainees and some national programmes will be employed directly by NHS Education for Scotland. UPDATED JANUARY 2022

The GJNH is currently working on the following;

  1. Absence leave policy: Pay and arrangements to cover rota gaps from self-isolation/ quarantine and sick leave.
  2. CME: discussions about how rolling CME programme could be reflected in job plans
  3. Dress code policy: Staff are excluded from canteen and catering based on colour of scrubs, to be addressed ASAP.
  4. WLI policy: variation in application of recently agreed WLI policy within GJNH. Policy to be tightened.
  5. Fixed term contracts: Improvement in short term contracts to ensure equitable terms and conditions with focus on teaching/ training and appropriate career progression opportunities
  6. Pay anomaly corrections: Previous job planning has incorrectly assigned higher or lower on-call supplements according to T and Cs within different rota groups.
  7. DP process: review of recently completed DP process with consideration of proposed changes for 2022-3.

UPDATED JANUARY 2022

Plenty of activity supported by LNC in Public Health Scotland due to ongoing Organisational Change (PHS created in April 2020). First round of Senior Org Change (affecting fewer than 5 Medical and Dental Staff) concluded in November 2021. Discussions now about the next "tier" of organisational change is now live. With many thanks to Joyce Davison and also Jayne Hughes and the NSS LNC for their invaluable support on this journey. 

 Additional hours agreement (commenced early on in Pandemic) remains in place between BMA PHS (and NSS). To date the additional hours, particularly on Health Protection side of PHS, largely as a consequence of COVID remain very high. Supporting COP26 contributed significantly over and above COVID in the Autumn of last year.

Preliminary discussions about Director of Medical Education role to cover PHS and NSS. Progress slow due to COVID and org change priorities in PHS.

NSS LNC activity update:

Discretionary Points process - we've done a lot of work to encourage applications, including running a training session for potential applicants and line managers.

Additional Hours agreement - still in place for NSS, but will be up for discussion again over the next few months

Job planning and appraisal, monitoring of processes for medical staff and support for dental staff on the M&D contract with development of job planning and appraisal processes

Hybrid working protocol - this is being developed for all staff in NSS, the LNC are involved as part of the partnership forum

Retire and Return - we've been encouraging the board to develop a policy for this, although again this would apply to all staff and not just M&D
